COMMENTS,
RECOMMENDATIONS AND CONCLUSIONS
5.1
Comments
5.1.1 No
site inspection was carried out in the reporting period as all the sections
under Contract No. HY/2013/03 (includes Contract No. HY/2013/06 within Contract No.
HY/2013/03 works area) were handed over to the relevant authorities on 24
October 2018 and the site had been changed to a closed area. No recommendations
on remedial actions were given to the Contractors for the deficiencies
identified as no site inspection was conducted during the reporting period.
5.1.2 A
summary of the Implementation Schedule of Environmental Mitigation Measures
(EMIS) is presented in Appendix D.
All necessary mitigation measures at this stage of works were implemented
properly.
5.2
Recommendations
5.2.1 With
implementation of the recommended environmental mitigation measures, the
contract’s environmental impacts were considered environmentally acceptable.
5.2.2 The
recommended environmental mitigation measures, as included in the EM&A
programme, effectively minimize the potential environmental impacts from the
contract. Also, the EM&A programme effectively monitored the environmental
impacts from the construction activities and ensure the proper implementation
of mitigation measures. No particular recommendation was advised for the
improvement of the programme.
5.3
Conclusions
5.3.1 Commencement
of Contract No. HY/2013/03 took place on 10 April 2015 and the construction
works of Contract No. HY/2013/03 commenced on 29 August 2015 (commencement of
Contract No. HY/2013/06 took place on 14 August 2015 and the construction works
of Contract No. HY/2013/06 commenced on 13 September 2016 within Contract No.
HY/2013/03 works area). This is the 14th Quarterly EM&A Report summarising
the findings of EM&A activities conducted under Contract No. HY/2013/03
from 01 December 2018 to 31 January 2019 (includes the findings of EM&A
activities conducted under Contract No. HY/2013/06 within Contract No.
HY/2013/03 works area from 01 December 2018 to 31 January 2019).
5.3.2 Summary
of Action and Limit Level exceedance of 1-hr TSP level and 24-hr TSP level at
AMS6 shall be referred to the monthly EM&A Reports (for December 2018 and
January 2019) prepared by Contract No. HY/2011/03.
5.3.3 There
was no Action and Limit Level exceedance of 1-hr TSP level and 24-hr TSP level
recorded at station AMS2, AMS3C and AMS7B by the Environmental Team of Contract
No. HY/2013/04 during the reporting period.
5.3.4 There
was no Action and Limit Level exceedance for noise recorded at station NMS2 and
NMS3C by the Environmental Team of Contract No. HY/2013/04 during the reporting
period.
5.3.5 There
were Action Level exceedances recorded at different WQM stations recorded on
three days by the Environmental Team of Contract No. HY/2013/04 during the
reporting period. After investigation, it was concluded that all exceedances
were not relevant to Contract No. HY/2013/03. There was no Action and Limit
Level exceedance recorded on other monitoring dates at the monitoring stations
shown as shown at Table 2.2 by the
Environmental Team of Contract No. HY/2013/04 during the reporting period.
5.3.6 Ecological
monitoring results at all transects are reported in the EM&A report
prepared by Contract No. HY/2013/04.
5.3.7 No
site inspection except for bi-monthly landscape establishment monitoring was
carried out in the reporting period as all the sections under Contract No.
HY/2013/03 (includes Contract No. HY/2013/06 within Contract No.
HY/2013/03 works area) were handed over to the relevant authorities on 24
October 2018 and the site had been changed to a closed area.
5.3.8 There
were no complaints received in relation to the environmental impact during the
reporting period.
5.3.9 There
were no notifications of summons or prosecutions received during the reporting
period.
5.3.10 As informed by
the Contractor, all major construction activities for Contract No. HY/2013/03 have
been substantially completed and only minor maintenance works will be carried
out on site upon request. All land areas have been handed over to relevant
responsible parties. The EM&A requirement of landscape soft works for
establishment phase was appropriately arranged. After reviewing the existing
environmental conditions of the site, it is considered that the potential
environmental impacts associated with the remaining works are insignificant and
therefore propose to terminate the Construction Phase EM&A Programme under
Contract No. HY/2013/03. Independent Environmental Checker (IEC) verified the
proposal for termination of EM&A programme under Contract No. HY/2013/03 on
30 November 2018. Environmental Protection Department’s (EPD’s) memo reference
( ) in E771/E1/100 dated 01
February 2019 informing no comment on the proposal for termination of EM&A
programme for Contract No. HY/2013/03. With respect to
the termination of EM&A programme under Contract No. HY/2013/03 as approved
by the authority on 01 February 2019, a shorter cut-off reporting period (from
01 December 2018 up to end 31 January 2019) was stated for this Quarterly
EM&A Report. Bi-monthly Landscape Monitoring Report is shown in Appendix H.
