10           CONCLUSIONS AND RECOMMENDATIONS

Conclusions

10.1     The Environmental Monitoring and Audit (EM&A) Report presents the EM&A works undertaken during the period from 22nd February 2013 to 28th February 2013 in accordance with EM&A Manual. 

 

10.2     No Action/Limit Level exceedance was recorded for air quality and construction noise.

 

10.3     For water quality monitoring, there are seventeen Action Level exceedances and six Limit Level exceedances were recorded for dissolved oxygen. Seven Action Level exceedances and twenty-six Limit Level exceedances for turbidity were recorded. Five Action exceedances and thirty Limit Level exceedances for suspended solids were recorded.

 

10.4     According to the investigation, no major marine construction activities were conducted during the monitoring period. Therefore, all exceedances are considered not due to the Contract.

 

10.5     Only one group of four Chinese White Dolphins was sighted in the offshore waters of central portion of West Lantau. No adverse impact on Chinese white dolphins was noticeable from general observations.

 

10.6     Environmental site inspection was conducted on 26th February 2013 by ET after the commencement of construction works for the Contract. No non-conformance was identified.

 

10.7     There was no environmental complaint, notification of summons and successful prosecution received.

 

10.8     The ET will keep track on the EM&A programme to ensure compliance of environmental requirements and the proper implementation of all necessary mitigation measures.

Recommendations

 

10.9     According to the environmental audit performed in the reporting period, the following recommendations were made:

 

Air Quality Impact

 

¡P          To regularly maintain the quality of machinery and vehicles on site.

¡P          To implement dust suppression measures on all haul roads, stockpiles, dry surfaces and excavation works.

¡P          To provide hoarding along the entire length of that portion of the site boundary.

 


Noise Impact

 

¡P          To inspect the noise sources inside the site.

¡P          To space out noisy equipment and position the equipment as far away as possible from sensitive receivers.

¡P          To provide temporary noise barriers for operations of noisy equipment near the noise sensitive receivers, if necessary.

 

Water Impact

 

¡P     To prevent any surface runoff discharge into any stream course.

¡P     To review and implement temporary drainage system.

¡P     To identify any wastewater discharges from site.

¡P     To ensure properly maintenance for de-silting facilities.

¡P     To clear the silt and sediment in the sedimentation tanks.

¡P     To review the capacity of de-silting facilities for discharge.

¡P     To divert all the water generated from construction site to de-silting facilities with enough handling capacity before discharge.

¡P     To avoid accumulation of stagnant and ponding water on site.

 

Waste/Chemical Management

 

¡P          To check for any accumulation of waste materials or rubbish on site.

¡P          To ensure the performance of sorting of C&D materials at source (during generation);

¡P          To carry out inspection of dump truck at site exit to ensure inert and non-inert C&D materials are properly segregated before removing off site.

¡P          To avoid any discharge or accidental spillage of chemical waste or oil directly from the site.

¡P          To avoid improper handling or storage of oil drum on site.
