EXECUTIVE SUMMARY

Introduction

1.              This is the 9th monthly Environmental Monitoring and Audit (EM&A) Report prepared by Cinotech Consultants Limited for the project ¡§Contract No. HY/2011/09 ¡V Hong Kong-Zhuhai-Macao Bridge Hong Kong Link Road ¡V Section between HKSAR Boundary and Scenic Hill¡¨ (hereinafter called the ¡§Contract¡¨). This report documents the findings of EM&A Works conducted in October 2013.

             Remark: (1) The additional land-based dolphin behavior and movement monitoring tentatively scheduled on 30 and 31 October 2013 were not conducted in the reporting month. In view of the construction activities have no significant change in the two months, the monitoring in October and November 2013 will be considered/reviewed in the monthly EM&A report for November 2013.

        (2) No archaeological site inspection was conducted in the reporting month.

1-hour TSP Monitoring

 

4.              All 1-hour TSP monitoring was conducted as scheduled in the reporting month.  No Action/Limit Level exceedance was recorded.

 

24-hour TSP Monitoring

 

5.              All 24-hour TSP monitoring was conducted as scheduled in the reporting month.  No Action/Limit Level exceedance was recorded.

Construction Noise

 

6.              All construction noise monitoring was conducted as scheduled in the reporting month. No Action/Limit Level exceedance was recorded.

 

Water Quality

 

7.              All water quality monitoring was conducted as scheduled in the reporting month. There are five Action Level and three Limit Level exceedances for suspended solids were recorded. One Action Level exceedance for turbidity was recorded.

8.              According to the investigation, no pollution discharge was observed from the site. In addition, no marine construction works were conducted in vicinity of monitoring station in which exceedances were recorded. Therefore, the exceedances are considered not due to the Contract.
