This is the 20th monthly Environmental Monitoring and Audit
(EM&A) Report prepared by Cinotech Consultants
Limited for the project “Contract No. HY/2011/09 – Hong Kong-Zhuhai-Macao Bridge Hong Kong Link Road – Section between
HKSAR Boundary and Scenic Hill” (hereinafter called the “Contract”). This report documents the findings of EM&A Works conducted in September
2014.

1-hour TSP Monitoring

All 1-hour TSP monitoring was conducted as scheduled in the reporting month. No Action/Limit Level exceedance was recorded.
24-hour TSP Monitoring
5.
All 24-hour TSP monitoring was conducted as scheduled in the reporting month. No Action/Limit Level exceedance was recorded.
Construction Noise
6.
All construction noise monitoring was conducted as scheduled in the
reporting month. No Action/Limit Level exceedance was
recorded.
Water Quality
7.
All water quality monitoring was conducted as scheduled in the reporting
month except the water quality monitoring on 16 September 2014 during mid-ebb
tide which was cancelled due to adverse weather condition (Typhoon Signal No.3).
There are eleven Action Level and thirteen Limit Level exceedances
for suspended solids were recorded. No Action/Limit Level exceedance
for dissolved oxygen and turbidity were recorded.

According to the investigation, the exceedances
are considered not due to the Contract due to the following reasons:
1)
No
pollution discharge was observed from the site;
2)
The sea
conditions were rough. Localized plumes due to natural fluctuation were
observed in the monitoring area;
3)
Sediment
plume due to natural fluctuation of shallow water and movement of vessel;
4)
Sediment
plume discharging to the monitoring stations from the area outside the site
boundary;
5)
Adverse
water quality outside the site boundary; and
6)
The
major marine construction works (e.g. bored piling works) has not been
commenced.
