EXECUTIVE SUMMARY

Introduction

1.              This is the 54th monthly Environmental Monitoring and Audit (EM&A) Report prepared by Cinotech Consultants Limited for the project ¡§Contract No. HY/2011/09 ¡V Hong Kong-Zhuhai-Macao Bridge Hong Kong Link Road ¡V Section between HKSAR Boundary and Scenic Hill¡¨ (hereinafter called the ¡§Contract¡¨). This report documents the findings of EM&A Works conducted in July 2017.

1-hour TSP Monitoring

 

4.              All 1-hour TSP monitoring was conducted as scheduled in the reporting month.  No Action/Limit Level exceedance was recorded.

 

24-hour TSP Monitoring

 

5.              All 24-hour TSP monitoring was conducted as scheduled in the reporting month.  No Action/Limit Level exceedance was recorded.

 

Construction Noise

 

6.              All construction noise monitoring was conducted as scheduled in the reporting month. No Action/Limit Level exceedance was recorded.

 


Water Quality

 

7.              All water quality monitoring was conducted as scheduled in the reporting month. There are twenty three Action Level and twenty nine Limit Level exceedances were recorded for dissolved oxygen. One Limit Level exceedance was recorded for suspended solids and no Action/Limit Level exceedance for turbidity was recorded.

8.              According to the investigation, the exceedances are considered not due to the Contract due to the following reasons:

1)      No pollution discharge from construction activity was observed;

2)      Control Station value already exceeded either the Baseline Action or Limit Levels.

3)      Monitoring station is situated at the upstream of the construction sites;

4)      Rough sea condition was recorded during the water quality monitoring. The low dissolved oxygen results are considered due to the stirring up of bottom sediments which cause the decomposition of organic matter by bacteria.

5)      Sediment plume due to natural fluctuation of shallow water was observed.
