Possible reason for Action or Limit Level Non-compliance 1. According to site information provided by CRBC-Kaden JV, road and drainage works at Platform 19 & Retaining Wall B, removal of weeds at Lung Mun Road near Butterfly Beach Laundry, housekeeping works at Retaining Wall B & Slope 170 and construction of column at Portion F were conducted on 21 October 2017. 2. To reduce dust impact arising from the construction, mitigation measures for construction dust control were implemented. They include the followings:water trucks were arranged on haul road to keep road surface wet (refer to photo 1, 7 and water spraying record) for un-accessible area, water spraying by workers was provided (refer to photo 2 and water spraying record) Hydro seeding or covered part of the exposed slopes and stockpile by tarpaulin sheet (refer to Photo 3 to 5) to set speed control at 8 km/hr for all vehicles using the haul road (refer to photo 6) 3. During site inspection on 24 October 2017, it was observed that the dust mitigation measures were implemented and the site condition is acceptable. Photo showing the implemented dust mitigation measures on 24 October 2017 is shown in photo record. 4. Reviewing the monitoring data on 21 October 2017, only exceednances were recorded in the monitoring station ASR1 which is most apart from the construction area of Contract No. HY/2013/12 and no exceedance were recorded at the nearby monitoring stations. The highest 1-Hr TSP concentration level was recorded between 11:49 to 12:49 which is the lunch period (12:00-13:00) of the construction site most of the construction activities were stopped. Similar construction activities were undertaken on 18 and 24 October 2017 and no exceedance were record in both 1-Hr and 24-Hr TSP monitoring. (Ref. to Location Plan) 5. Also the contractor was properly implemented the dust mitigation measure under EMIS requirement. Therefore we considered that the cause of exceedance is due to other pollutant source rather than the construction site.
6. Based on above investigation, the exceedance is unlikely related to the Contract work and no corrective action was required accordingly.
Action to be taken ET will continue regular audit and inspection for the implemented dust mitigation measures during the construction period.

According to site information provided by CRBC-Kaden JV, road and drainage works at Platform 19, construction of bus shelter at Retaining Wall B, housekeeping works under Retaining Wall B, road pavement works at Lung Mun Road and construction of column at Portion F were conducted on 27 October 2017. 2. To reduce dust impact arising from the construction, mitigation measures for construction dust control were implemented. They include the followings:water trucks were arranged on haul road to keep road surface wet (refer to photo 1, 9, 12, 13 and water spraying record) for un-accessible area, water spraying by workers was provided (refer to photo 2, 10 and water spraying record) Hydro seeding or covered part of the exposed slopes and stockpile by tarpaulin sheet (refer to Photo 3, 7, 8 and 11) to set speed control at 8 km/hr for all vehicles using the haul road (refer to photo 6) 3. During site inspection on 24 & 31 October 2017, it was observed that the dust mitigation measures were implemented and the site condition is acceptable. According to the weather station setting up at ASR5 under Contract No. HY/2012/08, north-westerly to north-easterly wind at 1.3 to 2.2 m/s was blowing between 13:00 to 15:00. All the monitoring stations were located at the downstream of the construction area but no exceedance was record. While the exceedances were recorded in ASR5 and ASR6 at around the monitoring period from 15:30 to 16:30, the wind direction was changed from north-easterly to south-easterly. Most of the construction areas were located at the downstream of the monitoring station ASR5 & ASR6 except Portion F. 5. The works area Portion F was located at the upstream of the monitoring station ASR5 during the exceedance was recorded
but only construction of column which include mobilize materials and installing metal formworks was undertaken in that area and most site area at Portion F was hard paved which is unlikely to create heavy construction dust impact. (Ref. to Location Plan and Photo 9 & 10) 6. Also the contractor was properly implemented the dust mitigation measure under EMIS requirement. Therefore we considered that the cause of exceedance is due to other pollutant source rather than the construction site. 7. During the monitoring on 2 November 2017, it was observed that construction works was undertaken at the public toilet inside the Butterfly Beach Park which located near the ASR10 within 10m and not under the contract HY/2013/12. Therefore we considered that the exceedances at ASR10 are due to the construction works at the public toilet. (Ref. to Photo 19 & 20) 4. For the exceedance at ASR5, reviewing the data of the weather station setting up at ASR5 under Contract No. HY/2012/08, south-westerly wind at 1.3 to 1.8 m/s was blowing between 13:00 to 14:00. The monitoring station ASR5 was located at the upstream of the construction area. 5. Also the works area Portion F which is closely to ASR5, only construction of column which include mobilize materials and installing metal formworks was undertaken in that area and most site area at Portion F was hard paved which is unlikely to create heavy construction dust impact. (Ref. to Location Plan and Photo 14 & 18)
6. During the weekly site inspection on 31 October & 7 November 2017, ET was observed that the contractor was properly implemented the dust mitigation measure under EMIS requirement at Portion F. (Ref. to Photo 7 & 8) Therefore we considered that the cause of exceedances at ASR10 are due to the construction works at public toilet near the monitoring station; For the exceedance at ASR5 is due to other pollutant source rather than the construction site. 7. Based on above investigation, the exceedance is unlikely related to the Contract work and no corrective action was required accordingly.
Action to be taken ET will continue regular audit and inspection for the implemented dust mitigation measures during the construction period.

They include the followings:water trucks were arranged on haul road to keep road surface wet (refer to photo 1 and water spraying record) for un-accessible area such as the works area that water truck cannot access, water spraying by workers was provided (refer to photo 2, 7, 8 and water spraying record) Hydro seeding or covered part of the exposed slopes and stockpile by tarpaulin sheet (refer to Photo 3 to 5) to set speed control at 8 km/hr for all vehicles using the haul road (refer to photo 6 and 9) 3. During site inspection on 7 & 14 November 2017, it was observed that the dust mitigation measures were implemented and the site condition is acceptable. Photo showing the implemented dust mitigation measures on 7 & 14 November 2017 is shown in photo record. 4. According to the weather station setting up at ASR5 under Contract No. HY/2012/08, east wind at 2.2 to 3.1 m/s was blowing between 8:00 to 10:00. Review the monitoring result at other monitoring stations which was located more closely to the major site area no exceedence was recorded at similar time. Although the works area Portion F was located closely of the monitoring station ASR5, most of the site area at Portion F was hard paved and only consecution of column was undertaken on 11 November 2017. It is unlikely to create heavy construction dust impact. (Ref. to Location Plan and Photo 10, 11 & 16) In addition, no further exceedances were recorded on the following monitoring days while similar site activities were carried on. 5. Also the contractor was properly implemented the dust mitigation measure under EMIS requirement. Therefore we
considered that the cause of exceedance is due to other pollutant source rather than the construction site. 6. Based on above investigation, the exceedance is unlikely related to the Contract work and the exceedance is sporadic case. No corrective action was required accordingly.
Action to be taken ET will continue regular audit and inspection for the implemented dust mitigation measures during the construction period.
