Bridge (HZMB) is an important strategic road corridor which links up Hong Kong, Zhuhai and Macao in the Pearl River Delta. It provides opportunities for significant social and economic development in these areas in the future. In view of the magnitude and duration of the HZMB related construction projects and their potential to cause considerable cumulative adverse environmental effects, there is a need to establish an independent ENPO to provide an overview of the cumulative environmental impacts arising from the implementation of these projects and to provide comprehensive co-ordination of the EM&A works and any necessary mitigation and remedial actions required.
The objectives of ENPO are to ensure that the environmental impacts arising from the construction activities of the HZMB HKLR Project, the HZMB HKBCF Project and the TM-CLKL Project in North Lantau and other concurrent projects in the adjoining area are addressed and resolved in a timely, cost-effective and proactive manner; and comply with the requirements stipulated in the EM&A Documents, in order to facilitate the progress of the HZMB Hong Kong Projects and developments in North Lantau to proceed smoothly on time and within budget.
